When talking about game mechanics the period really does not matter. But indeed - it is not a GTA clone. GTA had a carefully balanced world which provided lots of feedback to the player and offered a huge variety of elements to discover. The open world in Mafia II is more an obstacle between the poor adventure/shooter elements.
How to install (uninstall all cars mods): Download pack from here, unpack zip to main folder with the game (Default location: C:\Program Files (x86)\Steam\steamapps\common\Mafia II Definitive Edition) and allow to replace the files. How to find the location of game files in the Steam client app:
The definitive edition is a bit of a glitchy mess that hasn't really been fixed. We got 1 lousy patch 2 weeks after release that left us with a vague changelog and barely fixed anything. It's playable sure, and has a few graphical improvements over the original, especially lighting.
